Round Lake, IL. – Gerzin Ramírez-Pérez, de 33 años, de la cuadra 700 de North Park Road, Round Lake, ha sido acusado en relación con la situación de rehenes de la semana pasada en Round Lake.
Los miembros del Departamento de Policía de Round Lake revisaron las circunstancias del incidente con la Oficina del Fiscal Estatal del Condado de Lake. Luego de revisar los detalles, se aprobaron los siguientes cargos:
- Restricción ilegal agravada (delito grave de clase 3)
- Dos cargos de agresión doméstica (delitos menores de clase A)
El 22 de septiembre de 2023, se redactó una orden de arresto y un juez del condado de Lake la aprobó y firmó. Ramírez-Pérez fue dado de alta de un hospital del área el 25 de septiembre de 2023. Tras su alta, fue arrestado y transportado a la cárcel del condado de Lake, donde permanece pendiente del “Tribunal de Primera Comparecencia” esta mañana.
La situación
El Grupo de Trabajo contra Delitos Mayores del Condado de Lake está llevando a cabo una investigación sobre el tiroteo que ocurrió en Round Lake, durante una situación de rehenes.
El martes 19 de septiembre de 2023, aproximadamente a las 6:35 p.m., agentes de policía de Round Lake fueron enviados a una residencia en la cuadra 700 de North Park Road, por un problema desconocido. Una persona que llamó al 911 informó que se necesitaba a la policía, pero colgó antes de que telecomunicaciones de emergencia pudieran hacer preguntas adicionales. Los oficiales llegaron y localizaron a una mujer afuera de la casa. La mujer que estaba afuera de la casa les dijo a los oficiales que había una mujer en el sótano de la casa que necesitaba ayuda.
Los agentes de policía de Round Lake llegaron a la residencia y llamaron a la puerta. El propietario abrió la puerta y permitió que los oficiales entraran. El propietario dijo a los oficiales que había un hombre (más tarde identificado como de 33 años) y una mujer (más tarde identificada como de 30 años) que viven en un apartamento en el sótano de la casa.
Los agentes de policía de Round Lake se acercaron a la puerta del sótano y pudieron escuchar lo que parecía gente en el sótano. Los agentes de policía intentaron hablar con la pareja a través de la puerta, en un intento de determinar el problema.
Casi al mismo tiempo, un oficial de policía en el exterior de la casa miró a través de una ventana del sótano y vio al hombre apuntando con un cuchillo al cuello de la mujer. Los oficiales de policía de Round Lake intentaron calmar la situación, sin embargo, el hombre continuó apuntando con el cuchillo a la mujer y se negó a soltarlo o dejar ir a la víctima.
Debido a la naturaleza de la situación, se solicitó la presencia del Sistema de Alarma de la Policía del Norte de Illinois (NIPAS, por sus siglas en inglés), un equipo SWAT regional. Miembros de NIPAS llegaron e intentaron técnicas de desescalada y negociaciones para rescatar al rehén y resolver pacíficamente la situación.
Como la víctima y el hombre hablaban español, lingüistas españoles estaban en el lugar para liderar los esfuerzos de comunicación. Durante sus esfuerzos, el hombre se agitó cada vez más y se negó a soltar el cuchillo o seguir cualquiera de las instrucciones solicitadas por NIPAS, lo que puso a la víctima en riesgo sustancial de morir o resultar gravemente herida. Dos miembros del NIPAS dispararon sus armas de fuego, alcanzando al hombre.
Los miembros de NIPAS pudieron rescatar a la víctima de las garras del hombre después del tiroteo. Los agentes de policía brindaron ayuda al hombre hasta que llegaron los paramédicos cercanos. El hombre fue trasladado a un hospital del área con heridas críticas, pero se espera que sobreviva. La víctima sufrió heridas leves durante el ataque y fue evaluada por paramédicos, pero rechazó el transporte al hospital.
Los dos oficiales involucrados en el tiroteo fueron transportados a hospitales del área para su evaluación, según el protocolo.
La primera mujer que la policía encontró fuera de la casa fue una conocida de la víctima, a quien la víctima intentó contactar mientras era atacada por el hombre.
Según la ley estatal, el Grupo de Trabajo contra Delitos Mayores del Condado de Lake está llevando a cabo una investigación independiente sobre el oficial involucrado en el tiroteo. En el lugar se recogieron pruebas, entre ellas dos cuchillos.
Hostage Taker Charged
Gerzin Ramirez-Perez, 33, of the 700 block of North Park Road, Round Lake, has been charged in connection with last week’s hostage situation in Round Lake.
Members of the Round Lake Police Department reviewed the circumstances of the incident with the Lake County State’s Attorney’s Office. After reviewing the details, the following charges were approved:
Aggravated Unlawful Restraint (Class 3 Felony)
Two Counts of Domestic Battery (Class a Misdemeanors)
On September 22, 2023, an arrest warrant was drafted and a Lake County Judge approved and signed the warrant. Ramirez-Perez was discharged from an area hospital on September 25, 2023. Upon his discharge, he was arrested and transported to the Lake County Jail, where he remains pending ‘First Appearance Court’ this morning.
The situation
The Lake County Major Crime Task Force is conducting an officer involved shooting investigation that occurred yesterday in Round Lake, during a hostage situation. On September 19, 2023, at approximately 6:35 p.m., Round Lake Police Officers were dispatched to a residence in the 700 block of North Park Road, Round Lake, for an unknown problem.
A 911 caller reported police were needed but hung up before emergency telecommunicators could ask additional questions. Officers arrived and located a woman outside of the home. The woman outside of the home told officers there was a woman in the basement of the home, who needed help.
Round Lake Police Officers arrived at the residence and knocked on the door. The homeowner answered the door and allowed officers inside. The homeowner told officers there is a man (later identified as a 33-year-old) and woman (later identified as a 30-year-old) who live in a downstairs basement apartment of the home.
Round Lake Police Officers approached a basement door and could hear what sounded like people in the basement. The police officers attempted to speak to the couple through the door, in an attempt to determine the problem. Around the same time, a police officer on the outside of the home looked through a basement window and saw the man holding a knife to the woman’s neck. Round Lake Police Officers attempted to deescalate the situation, however, the man continued holding the knife to the woman and refused to put the knife down or let the victim go.
Due to the nature of the situation, the Northern Illinois Police Alarm System (NIPAS), a regional SWAT team, was requested to the scene. Members of NIPAS arrived and attempted de-escalation techniques and negotiations, to rescue the hostage and peacefully resolve the situation. As the victim and man were Spanish speaking, Spanish linguists were on-scene to lead the communication efforts. During their efforts, the man grew increasingly agitated and refused to drop the knife or follow any of the instructions requested by NIPAS, placing the victim at substantial risk of being killed or seriously injured. Two members of NIPAS discharged their firearms, striking the man.
Members of NIPAS were able to rescue the victim from the man’s grip, following the shooting. Police officers provided aid to the man, until nearby paramedics arrived. The man was transported to an area hospital with critical injuries, but is expected to survive. The victim sustained minor injuries during the attack and was evaluated by paramedics, but declined transport to the hospital.
The two officers involved in the shooting were transported to area hospitals for evaluation, per protocol. The initial woman police encountered outside of the home was an acquaintance of the victim, who the victim attempted to contact while being attacked by the man.
Per state law, the Lake County Major Crime Task Force is conducting an independent investigation into the officer involved shooting. Evidence, including two knives, were collected from the scene.
