Lake County, IL. – El 5 de agosto de 2026, Francisco Ruiz, de 32 años, fue arrestado y acusado de dos cargos de difusión de material de abuso infantil (delito grave de Clase X) y ocho cargos de posesión de pornografía infantil (delito grave de Clase 2).
La investigación comenzó en julio de 2025, después de que la oficina de Delitos en Internet contra Menores (ICAC, por sus siglas en inglés) del Fiscal General de Illinois asignara a la Oficina del Fiscal Estatal del Condado de Lake (LCSAO) tres pistas cibernéticas provenientes de una cuenta de redes sociales para su investigación.
A lo largo de varios meses, los investigadores lograron determinar la ubicación y la identidad del sospechoso. El 5 de agosto de 2026, el equipo táctico de la Oficina del Sheriff del Condado de Lake (LCSO) ejecutó una orden de registro en una residencia situada en la cuadra 400 de McKinley Ave., en Waukegan.
Miembros de la División de Investigaciones Criminales de la LCSO, de la LCSAO y del Departamento de Policía de Waukegan registraron la vivienda y encontraron a Ruiz en su interior.
Con la ayuda de Enzo y Grip, perros policía (K9) entrenados para detectar dispositivos de almacenamiento electrónico, los investigadores localizaron dispositivos electrónicos adicionales. Se incautaron varios dispositivos electrónicos que fueron examinados por el Laboratorio de Informática Forense del Fiscal General de Illinois. El análisis reveló miles de archivos que, al parecer, contenían material de abuso infantil.
El Fiscal Estatal del Condado de Lake, Eric Rinehart, declaró: “Nuestra División de Ciberdelitos y nuestros socios de las fuerzas del orden continúan trabajando a diario para identificar a quienes explotan a los niños. Esta investigación demuestra la importancia de contar con alianzas sólidas y por qué debemos seguir invirtiendo en todas las herramientas posibles para hallar pruebas cruciales y hacer que rindan cuentas quienes dañan a los niños”.
El Sheriff John D. Idleburg afirmó: “Los delitos relacionados con la explotación infantil se encuentran entre los más perturbadores que investigamos. Cualquier persona que posea o comparta material de abuso sexual infantil debe saber que utilizaremos todos los recursos de investigación disponibles para identificarla, construir casos sólidos y buscar justicia para las víctimas”.
Ruiz fue arrestado ayer por la tarde y su comparecencia ante el tribunal está programada para esta mañana. La Oficina del Fiscal Estatal del Condado de Lake tiene previsto presentar una petición para mantener a Ruiz bajo custodia mientras el caso esté pendiente.
Todos los acusados se presumen inocentes hasta que se demuestre su culpabilidad.

Arrested for child abuse
On August 5, 2026, Francisco Ruiz, 32, was arrested and charged with two counts of Dissemination of Child Abuse Material, Class X Felony, and eight counts of Possessing Child Pornography, Class 2 Felony.
The investigation began July 2025, after the Illinois Attorney General’s Internet Crimes Against Children (ICAC) office assigned three cyber tips from a social media account to the Lake County State’s Attorney’s Office (LCSAO) for investigation.
Over the course of several months, investigators were able to determine the suspect’s location and identity. On August 5, 2026, the Lake County Sheriff’s Office (LCSO) Tactical Team executed a search warrant on a residence in the 400 block of McKinley Ave., in Waukegan.
Members of the LCSO Criminal Investigations Division, LCSAO, and the Waukegan Police Department searched the residence and located Ruiz inside. With the assistance of Electronic Storage Detection (ESD) K9s Enzo and Grip, investigators located additional electronic devices. Several electronic devices were seized and examined by the Illinois Attorney General Digital Forensics Lab. The examination resulted in thousands of files of suspected of child abuse material.
Lake County State’s Attorney Eric Rinehart stated, “Our Cybercrimes Division and law enforcement partners continue to work every day to identify those who exploit children. This investigation demonstrates the importance of strong partnerships and why we must continue to invest in every tool possible to find critical evidence and hold those who would harm children accountable.”
Sheriff John D. Idleburg said, “Crimes involving the exploitation of children are among the most disturbing we investigate. Anyone who possesses or shares child sexual abuse material should know we will use every investigative resource available to identify them, build strong cases, and seek justice for the victims.”
Ruiz was arrested yesterday afternoon and is scheduled to appear in court this morning. The Lake County State’s Attorney’s Office intends to file a petition to detain Ruiz in custody while the case is pending.
All defendants are presumed innocent unless proven guilty.
