Pretenden que dejemos el desfile de independencia para servir a favores políticos, señala carta de denuncia.

Waukegan, IL. – En una carta dirigida al Alcalde Sam Cunningham, regidores y abogado de la ciudad de Waukegan, la Secretaria de la Organización Juntoz, Elizabeth Marrero, denuncia intimidación y abuso de poder de que fue víctima por parte del alderman del distrito 4, Víctor M. Felix, para que desista a dirigir el desfile de septiembre.
Oficialmente y con permiso otorgado por el Departamento de Eventos Especiales en enero pasado, Juntoz tiene la autorización para realizar el próximo desfile de independencia en Waukegan programado para el domingo 14 de septiembre.
“El Alderman Víctor Felix nos citó en un restaurante local decirnos que el evento había sido “prometido” a dos personas y advirtió que si no nos retiramos encontrarán “vacíos” para revocar el permiso.
También nos advirtió que, si apelábamos la decisión, la mayoría del consejo municipal votaría en contra. Félix afirmó que, si Juntoz se retiraba de la coordinación del desfile, sería la mejor opción para que la ciudad de Waukegan evitara cualquier drama o conflicto”, dice Marrero en su carta a las autoridades municipales sin que a la fecha tenga respuesta.
Reitera Marrero que esto no solo es profundamente inapropiado, sino que refleja un flagrante desprecio por el código de ética de la ciudad y los principios de un gobierno justo e imparcial. Ningún funcionario público debe usar su cargo para intimidar o manipular a grupos comunitarios ni para ejercer influencia con fines políticos.
La Secretaria de Juntoz agrega que: “También supimos que este concejal ha estado interrogando al personal municipal sobre maneras de socavar o encontrar lagunas legales para revocar el permiso. Félix está buscando activamente tecnicismos para retirar nuestro permiso.
Para mayor preocupación, el concejal nos dijo que, como dueños de negocios locales, deberíamos ‘contactarlo si necesitamos algo’. Esta declaración pareció ser un intercambio implícito de acceso o favor a cambio de un comportamiento de cumplimiento, lo cual, en contexto, resultó intimidante e inapropiado.

Esta conducta es profundamente antiética. Parece violar:

• El Código de Ética de la Ciudad de Waukegan.
• El Estándar de Gobernanza Justa e Imparcial.
• El derecho del público a un trato igualitario e imparcial según las políticas municipales.

Juntoz pide investigación

1. Una investigación formal sobre la conducta del concejal.
2. La divulgación pública de los hallazgos de la investigación.
3. Si se confirma la mala conducta, se tomarán las medidas correctivas y disciplinarias o legales correspondientes, según lo dispuesto por la política municipal y la legislación aplicable.
4. Que el concejal reciba capacitación sobre el Código de Ética.
   Marrero agrega que: “Los habitantes de Waukegan merecen funcionarios electos que actúen con integridad, sin intimidación, con transparencia, sin manipulación secreta y sin aceptar sobornos de nadie en la comunidad. Confío en que le brindarán a este asunto la atención urgente y la rendición de cuentas que requiere.

Felix se defiende
Por su parte, Víctor Felix, al ser cuestionado sobre esta denuncia, dijo que su intención fue atender la iniciativa de Fernando Bahena, dueño del restaurante La Canoa, para unir el desfile patrio de North Chicago con el de Waukegan y hacer un evento más atractivo para la comunidad.
Sobre la intimidación de lo cual es señalado por la Secretaria de Juntoz, Elizabeth Marrero, el concejal aseguró que nunca amenazó ni trató de intimidar con en la reunión que sostuvo con ella, y que está en la mejor disposición de apoyar a la comunidad.

In a letter to Mayor Sam Cunningham, council members, and the city attorney of Waukegan, the Secretary of the Juntoz Organization, Elizabeth Marrero, denounces the intimidation and abuse of power she suffered at the hands of Ward 4 Alderman Victor M. Felix, who forced her to withdraw from leading the September parade.
Officially, and with a permit granted by the Department of Special Events last January, Juntoz is authorized to hold the next Waukegan Independence Day parade scheduled for Sunday, September 14.
“Alderman Victor Felix summoned us to a local restaurant, telling us that the event had been “promised” to two people and warned that if we didn’t withdraw, they would find loopholes to revoke the permit.
He also warned us that if we appealed the decision, the majority of the city council would vote against it. Felix stated that if Juntoz withdrew from coordinating the parade, it would be the best option for the city of Waukegan to avoid any drama or conflict,” Marrero says in his letter to city officials, which has yet to receive a response.
Marrero reiterates that this is not only deeply inappropriate, but also reflects a flagrant disregard for the city’s code of ethics and the principles of fair and impartial government. No public official should use their position to intimidate or manipulate community groups or to exert influence for political purposes.
The Juntoz Secretary adds: “We have also learned that this council member has been questioning city staff about ways to undermine or find loopholes to revoke the permit. Felix is actively looking for loopholes to revoke our permit.
Of further concern, the council member told us that, as local business owners, we should ‘contact him if we need anything.’ This statement appeared to be an implicit exchange of access or a favor in return for compliant behavior, which, in context, came across as intimidating and inappropriate.

This conduct is deeply unethical. It appears to violate:

• The City of Waukegan Code of Ethics.
• The Fair and Impartial Governance Standard.
• The public’s right to equal and impartial treatment under city policies.

Juntoz calls for an investigation

1. A formal investigation into the council member’s conduct.
2. Public disclosure of the investigation’s findings.
3. If misconduct is confirmed, corrective action will be taken and Disciplinary or legal action, as provided by municipal policy and applicable law.
4. That the councilmember receive training on the Code of Ethics.
   Marrero adds: “The residents of Waukegan deserve elected officials who act with integrity, without intimidation, with transparency, without secret manipulation, and without accepting bribes from anyone in the community. I trust they will give this matter the urgent attention and accountability it requires.”

Felix defends himself
For his part, Victor Felix, when questioned about this complaint, said that his intention was to address the initiative of Fernando Bahena, owner of the La Canoa restaurant, to merge the North Chicago National Parade with the Waukegan National Parade and make it a more attractive event for the community.
Regarding the intimidation, which was pointed out by Juntoz Secretary Elizabeth Marrero, the councilmember asserted that he never threatened or tried to intimidate anyone during the meeting he held with her, and that he is fully prepared to support the community.
