Debido a actividades ilegales realizadas en el desfile del 2022, informa la Ciudad de Waukegan.

Waukegan, IL. – Como resultado de irresponsabilidad de los organizadores del desfile de independencia de esta ciudad en el 2022, las autoridades de la Ciudad de Waukegan prohibieron el uso de caballos u otro tipo de ganado en el desfile de este año.
La Ciudad fue enérgica al realizar la siguiente prohibición responsabilizando a Fiestas Patrias y dejando en claro que fueron responsables de exponer la salud y seguridad de los asistentes y de los policías, por lo que: “No se permitirá la participación de caballos u otro tipo de ganado en el evento, y no se permitirá en el área del centro de la ciudad ni en ningún lugar cercano al evento. Ver Sec. 4-2 y Secc. 7-10-8 del Código de Ordenanzas de Waukegan.
Las personas que traigan un caballo al evento en violación de la Sec. 4-2 será perseguido, hasta e inclusive, el decomiso del animal. Los caballos y otros animales que asisten representan una amenaza para la salud y la seguridad de los residentes y los agentes de policía.
Específicamente, los caballos imponen un impacto significativo en la capacidad del departamento de policía para regular el tráfico y el uso de la vía pública por parte de los miembros de la comunidad. El año pasado, hubo informes de actividades ilegales por parte de personas a caballo.
Esta situación creó una amenaza y un peligro para los miembros de la comunidad, así como para los agentes de policía a pie que intentaban proteger a los clientes y regular el tráfico.
Además, el año pasado, la Ciudad recibió quejas de los residentes sobre los desechos de caballos que no se habían retirado en las calles. Si bien en años anteriores la Ciudad ha hecho una excepción para los caballos en el Desfile de Fiestas Patrias, no habrá ninguna excepción este año, especialmente dado que se realizarán dos eventos al mismo tiempo. Los recursos de la Ciudad no pueden acomodar la participación de caballos, ya sea en la ruta del desfile o utilizados por los espectadores”.
No more horses in parade
As a result of the irresponsibility of the organizers of the independence parade of this city in 2022, the authorities of the City of Waukegan prohibited the use of horses or other livestock in this year’s parade.
The City was energetic in carrying out the following prohibition, holding Fiestas Patrias responsible and making it clear that they were responsible for exposing the health and safety of the attendees and the police, therefore:
“Horses or other livestock will not be permitted to participate in the event, and will not be permitted in the City’s downtown area or anywhere near the event. See Sec. 4-2 and Sec. 7-10-8 of the Waukegan Code of Ordinances. Individuals who bring a horse to the event in violation of Sec. 4-2 will be prosecuted, up to and including, confiscation of the animal. Horses and other livestock attending pose a threat to the health and safety of residents and police officers. Specifically, the horses impose a significant impact on the police department’s ability to regulate traffic and community members’ use of the public way. Last year, there were reports of illegal activity by individuals on horseback.
This situation created a threat and hazard for community members as well as police officers on foot attempting to protect patrons and to regulate traffic. Additionally, last year, the City received complaints from residents regarding the unremoved horse waste on the streets. While in years past the City has made an exception for horses in the Fiestas Patrias Parade, there will be no exception made this year, especially given the fact that two events will be occurring at the same time. The City’s resources cannot accommodate the participation of horses either in the parade route or used by spectators.”
